Signatures for an initiative petition are being gathered for a ballot proposition that will require one parent to be notified before an abortion can be performed on a minor girl. In order to qualify for the November 2004 California election ballot, 598,105 signatures will need to be obtained from the end of October 2003 to the end of March 2004.

In those states where there is a notice requirement abortions among girls 17 and under have declined by an average of 31%. It is estimated that the California initiative will save 20,000 lives every year.
